Voter Registration List Maintenance Programs
The National Voter Registration Act of 1993 (NVRA) requires States to implement procedures to maintain accurate and current voter registration lists. States comply with the Act by conducting a general voter registration list maintenance program that makes a reasonable effort to remove ineligible persons from the voter rolls by reason of the person’s death, or a change in the residence of the registrant outside of the jurisdiction, in accordance with procedures set forth in the NVRA. List maintenance programs must be uniform, nondiscriminatory and in compliance with the Voting Rights Act of 1965. The Help America Vote Act of 2002 (HAVA) expanded on the requirements of the NVRA by requiring that list maintenance on the statewide database shall be done on a regular basis in accordance with the requirements of the NVRA.
Additionally, States must report various voter registration information to the U.S. Election Assistance Commission (EAC), in response to the EAC survey, every two years. This includes the number of voter-registration applications by mail and from motor vehicle offices, public-assistance offices, offices providing state-funded programs primarily serving persons with disabilities, Armed Forces recruitment offices, and other state-designated offices and agencies. Likewise, States must report voter registration list maintenance information in response to the EAC survey every two years.

In 2012, Nevada was one of the seven states the pioneered the formation of the Electronic Registration Information Center (ERIC). ERIC is governed and managed by member states. ERIC is an innovative approach to list maintenance, which uses information from motor vehicle departments, Social Security Administration records and other databases to compare voters within Nevada and in other member states.
