Information on Domestic Partnership Filings
As per NRS 122A, a “domestic partnership” in Nevada is a civil contract which grants domestic partners “…the same rights, protections, benefits, responsibilities, obligations and duties as…parties to any other civil contract….”
Individuals wishing to register as domestic partners under Nevada’s law must file a Declaration of Domestic Partnership form. This one-page form must be signed in the presence of a notary public; electronic notarization is acceptable. The $50 registration fee includes a black and white certificate or digital certificate. A ceremonial certificate is available for an additional $15. Normal processing of a Declaration of Domestic Partnership form is 4 to 6 business days.
Expedited same day processing of a Declaration of Domestic Partnership is available. There is an additional $100 fee for expedited service. For in-person expedite appointments available in the North Las Vegas office only, schedule an appointment online here. Expedite filings may be mailed to the North Las Vegas office. They will be processed the same day they are received. Enclose a pre-paid return envelope for fastest return service. All domestic partnership processing is done in the North Las Vegas office. A Declaration mailed to the Carson City Secretary of State office is forwarded to the North Las Vegas office for processing.
Individuals who have a legal union that was validly formed in another jurisdiction which is substantially equivalent to a domestic partnership in NRS 122A.030, are no longer required to file with the Office of the Secretary of State.
The Office of the Secretary of State cannot advise partners about the legal or financial implications of entering a Domestic Partnership.
Introduction of Blockchain Technology for Domestic Partnerships
The Nevada Office of the Secretary of State has partnered with Titan Seal, a blockchain company, to use digital document certification technology for the Domestic Partnership program. Through the use of innovative technology, the Secretary of State’s Office is improving processes and enhancing security for Nevadans. Clark County and Washoe County are also successfully partnered with Titan Seal to deliver certified documents to constituents.
Digital Certified Copy vs Paper Certified Copy
Traditionally, the Office of the Secretary of State has mailed paper certified copies of Domestic Partnership certificates with a silver Nevada seal and the Secretary of State’s signature. Delivery via the United States Postal Service may take several days or longer for the registrants to receive their certificate.
This office is now offering a service that allows certified copies of Domestic Partnership certificates to be emailed and received within minutes, requiring no special technology besides the ability to view a plain PDF document. The office has partnered with Titan Seal to use their digital document certification technology for anyone who needs a certified copy of a Domestic Partnership certificate.
If registrants wish to receive a paper certified copy of their Domestic Partnership in addition to their digital certified copy, this option will still be available. However, registrants should expect longer delivery times and additional fees.
How does it work?
Domestic partners will be emailed their certified copy as a PDF file. The partners can then email or otherwise electronically transfer it to whomever needs it. Verification instructions for the receiving parties are included inside the file.
The PDF document is digitally sealed by Titan Seal using a cryptographic hash on the blockchain. The hash is a unique number that can only be generated from the certified copy of the Domestic Partnership certificate. The blockchain is a financial ledger that is protected from modification by a worldwide network of computers. Titan Seal combines these technologies by putting the hash of your Domestic Partnership certificate into the "memo field" of a blockchain transaction. To prove that your Domestic Partnership certificate is unmodified and therefore still certified, the hash of it is generated and compared to the one on the blockchain.
How long does a digital certified copy last?
Certificates sealed by Titan Seal do not contain any proprietary technology. As long as the certificate is stored electronically without alteration, it will always be a certified copy. Is a digital certified copy secure?
While no technology is perfect, verifying the authenticity of these electronic documents can be performed without contacting this office. A single pixel of difference on a document would cause it to fail verification.
