Voter Registration & Election Management Solution Project

What is the VREMS Project?
The Voter Registration and Election Management Solution (VREMS) project puts in place a centralized statewide voter registration database and supports the connection of election management systems located in counties throughout the state to that database for secure and accurate elections.

Why is it happening?
This project was initiated after the passage of Assembly Bill 422 (AB422) during the 81st legislative session. An overview and the text of the bill may be found here AB422.

Are there multiple phases? If so, what are they? 
There are multiple phases. The first was an assessment of county and state operational and technical requirements and was completed on-time and under budget. The second was a discovery and planning phase.  In the assessment phase, the Secretary of State’s Office engaged Gartner Consulting to help assess whether the Secretary’s Office could or should build a solution using its internal IT professionals or whether to purchase a solution from an outside vendor.  In the discovery and planning phase, the Secretary of State's Office refined the requirements and published a Request for Proposal, complying with the procurement requirements. This phase also addressed bugs and enhancements from phase one and includes full integration with Clark County. The third phase is implementation.  This phase includes refining the integration with the Nevada Department of Motor Vehicles (DMV).

How long will each phase take to complete?
The assessment phase began in the spring of 2021 and was completed in February 2022. The discovery and planning phase is began in March 2022 and concluded in December 2022 with the selection of an outside vendor.  The third phase, implementation, is expected to continue through 2025 and 2026.

How much will each phase cost taxpayers?
Each phase has been completed on-time and on budget. This project is funded in part by a federal HAVA grant

How will it benefit voters?

  • Improved speed and accuracy for maintaining accurate voter rolls across the state.
  • Promotes the safeguarding of electronic communications between the counties, the Secretary of State Elections Division, and other state agencies.
  • Supports the reduction of manual administrative processes. An example of this is the Automatic Voter Registration data connection with the DMV.

Will there be updates on the progress of this project?
Pursuant to AB422, Section 39.5, the Secretary of State will provide a semi-annual report to the Director of the Legislative Counsel Bureau for transmittal to the Interim Finance Committee.  These reports will provide information regarding the progress made by the Secretary of State in implementing the provisions of this bill related to the centralized, top-down database.
